Billy Lemmons is a Managing Partner of EnCap Flatrock Midstream with more than 30 years of experience in the energy industry. As a founder and Managing Partner of EFM, his responsibilities include leadership and management of the firm, a seat on the investment committees of the midstream funds and positions on the boards of several portfolio companies. He brings a broad background of midstream, upstream, technical and commercial management experience to his position.

As the manager of 19 institutional funds aggregating approximately $27.5 billion, EnCap has been a leading source of private equity to the independent energy sector. Specific to the midstream segment, EFM manages three active funds and co-investments aggregating approximately $6 billion of institutional commitments.

Prior to forming its partnership with EnCap Investments in 2008, Flatrock Energy Advisors had advised more than 125 clients on midstream investment matters and was involved in closings of acquisitions and greenfield investments exceeding $2 billion.

Before joining Flatrock in 2002, from 1992 to 2002, Mr. Lemmons served as a Vice President with Enron Corp., where he held various energy finance and commercial origination positions. From 1984 to 1992 he was with Texas Oil & Gas Corporation, where he was a Project Development Engineer with Delhi Gas Pipeline, a Drilling and Production Engineer with TXO Production and worked in Corporate Planning & Strategy Development.

Mr. Lemmons holds a Bachelor of Science in petroleum engineering from Texas A&M University, as well as an M.B.A. (Phi Kappa Phi) from the Mays Graduate School of Business at Texas A&M University.

Currently Mr. Lemmons serves on the board of seven midstream companies. He is a Registered Professional Engineer in Texas and a member of the Society of Petroleum Engineers. Mr. Lemmons is also a member of the Society of Petroleum Evaluation Engineers. In May 2013, he was a Civilian Fellow at the 60th National Security Forum at the Air War College at Maxwell AFB in Montgomery, Alabama.
